This windows is triggered when you attempt to open a Microsoft document from within Google Chrome web browser.
Rather than click the document after downloading, click the "down" arrow instead next to the download and choose "View in Folder" option. A file browser will open and you can open your document directly from there by double-clicking. Opening the document in this manner will not trigger the lengthy "Configuration Progress" window.
